Ray Bates
Honorary President of the European Lotteries and Past President of the Irish National Lottery
Ray Bates is well known throughout the lottery world for his many years of service and accomplishments within the industry. He was director of the Irish National Lottery for nearly twenty years, and also served as President of the European State Lotteries and Toto Association, as well as the subsequently formed European Lotteries; he was also an active member of the World Lottery Association’s Executive Committee. For his many services to the industry, Ray has been awarded the Guy Simonis Lifetime Achievement Award and is a member of the PGRI Lottery Hall of Fame.
Nuno de Sousa Pereira
Director of Business Development, Szrek2Solutions
Nuno de Sousa Pereira has worked for over 20 years as an economist and administrator, including as Director General at the Finance Ministry in Portugal; as Director at the European Investment Bank; and as Dean of the Porto Business School. He has been Director of Business Development at Szrek2Solutions since June 2016, where he helps define the company strategy and manage the company finances. Pereira has a bachelor’s and a master’s in Economics from the Faculty of Economics at the University of Porto, Portugal, and a doctorate in Managerial Science and Applied Economics from The Wharton School, University of Pennsylvania.
Robert Beauparlant
Vice President of Global Development & Delivery, Lottery, IGT
Robert Beauparlant graduated from the New England Institute of Technology in 1985 with a degree in Computer Programmer Technology. After spending two years as an Open Water SCUBA instructor, he joined IGT, then GTECH, in 1987 as a Computer Operator serving the Rhode Island Lottery. Anxious to pursue his passion from programming, Beauparlant soon joined IGT Corporate as a Quality Assurance Analyst and, shortly thereafter, became a programmer developing SW for central systems, retailer terminals, and communications.
Beauparlant has held numerous positions escalating in responsibility, including Software Project Manager, Director of Systems Engineering, Vice President International Software Delivery, and currently serves as Vice President of Global Software Development & Delivery. He has also worked closely with Architecture developing and implementing fraud prevention and detection measures and has supported two state attorneys general offices as an expert witness in attempted fraud cases.
Beauparlant remains an avid diver and enjoys spending his free time with family and friends boating, fishing, and camping.
Ryan Mindell
Lottery Operations Director, Texas Lottery
In his role with the Texas Lottery, Ryan Mindell manages all lottery-related activities on a day-to-day basis. This includes products, advertising, drawings, validations, licensing and security. Prior to becoming Lottery Operations Director, Mindell served as the Lottery’s Managing Attorney. He worked for the Texas Attorney General as well, representing state agencies in litigation, and for two large law firms in New York City, representing financial institutions in litigation.
